The details of this ghastly total are in the daily press record of deaths by unprotected machineiy, and in the occasional reports of such investigators as the Illinois Commission on Occupational Diseases (for an account of which see The Survey, New York, February 18). Assuming Illinois to be fairly representative, industrial poisoning is much more common here than in Europe. Our methods of work are more dangerous, and our workmen have less hygienic protection. As a sample take the lead trades: there are twenty-eight of them; poisoning was found in all, and to a shocking extent in some. This is keeping the commandment as given in Clough's sarcastic "Manchester version" of it: "Thou shalt not kill, but need'st not strive officiously to keep alive." In the employer's liability laws now being enacted in certain States, and in the agitation against poisonous match factories, society is beginning to confess its responsibility, but is far from being fully awake to its duty of safeguarding the life and health of its industrial army. Here is a clear call upon the preachers of righteousness in every American State to promote conviction of the social sin which the prophet charged against Jerusalem: "In thy skirts is found the blood of the souls of the innocent poor." In an able and thought-provoking article on eugenics and euthenics in the Popular Science Monthly, for January, Dr. Davenport says "our only hope, indeed, for the real betterment of the human race is in better Eugenics and matings."
